National Student Assessment Management System (INSAMS) in Belize
When I engaged Graham Hudson to support the development of a National Student Assessment Management System (INSAMS) in Belize, our project was at a critical juncture. As Project Director, I was overseeing a reform that would fundamentally reshape how primary and secondary student assessment was designed, administered, analysed, and used across Belize. The assignment carried significant policy implications and required careful alignment between technology, institutional capacity, and long-term education strategy. We needed to pilot an assessment software capable of supporting test construction, computer-adaptive and paper-based administration, analysis, and secure data export, while at the same time designing the full INSAMS platform. The system had to integrate with the Belize Education Management Information System (BEMIS), support offline delivery with upload functionality for schools with limited connectivity, comply with MCC procurement standards, and enable long-term tracking of student performance with appropriate gender, geographic, and social disaggregation. The credibility of the reform depended on the strength of the design and procurement process.Â
I engaged Graham because of his deep expertise in national assessment systems and his understanding of the institutional and policy dimensions of reform. From the outset, he approached the work with a strategic lens, recognizing how system architecture decisions would influence operational feasibility, sustainability, and stakeholder confidence. What stood out most was his combination of technical rigor and contextual awareness. He worked closely with Ministry officials, MCA-Belize, and other stakeholders through structured consultations to ensure requirements reflected practical needs. He also participated in in-country field visits to understand infrastructure constraints and school-level realities, which informed pragmatic recommendations, including offline capabilities and phased implementation planning. His specifications for both the pilot software and the full INSAMS platform were detailed, coherent, and aligned with MCC Standard requirements, and he developed realistic projections of recurrent administration and maintenance efforts.Â
